The Philips HEF40193BP is a synchronous 4-bit binary up/down counter in the CMOS 4000B family, in a 16-pin plastic DIP. It has separate up- and down-count clock inputs, asynchronous parallel load and reset, and carry and borrow outputs for cascading. It counts in binary from 0 to 15, not as a BCD decade counter. The datasheet specifies a recommended 3–15 V supply.
Condition: new old stock (NOS), unused and untested. The photo shows an IC from this lot.
