The Texas Instruments SN74HC03N contains four independent 2-input NAND gates in the 74HC CMOS family, in a 14-pin plastic DIP. Its outputs are open-drain: they can pull a signal low but cannot drive it high. Each used output therefore needs a suitable external pull-up resistor. The datasheet specifies a 2–6 V supply. This is not a hex inverter or a 74HC00 with push-pull outputs.
Condition: new old stock (NOS), unused and untested. The photo shows a chip from this lot; the background is cleaned to white without altering the photographed markings or leads.
